The Challenge
A leading international organisation operates a wide ecosystem of digital platforms, each serving a distinct mandate — from public portals for policy review and standards development, to fund management systems for global aid programmes, to internal tools for tracking agreements and technical assistance. Managing this many specialized platforms simultaneously presents a compounding challenge: each system has independent stakeholders, release cycles, and technical requirements, yet all must maintain consistent quality, security standards, and multilingual support across English, French, and Spanish.
Over 18 months, the organisation needed a single technical partner capable of spanning all these platforms — delivering new features, performing platform upgrades, managing UAT cycles, and providing continuous monthly support without dropping the ball across any part of the portfolio.
Our Solution
Softescu structured the engagement around a common technical foundation — Drupal as the shared CMS backbone across the public-facing portals, with .NET REST APIs handling data-intensive workflows such as policy question-and-answer systems, environmental database queries, and export pipelines. SOLR-powered search was implemented and maintained across multiple platforms, and Azure Translate was integrated to support automated multilingual content workflows.
The managed platforms spanned a wide range of mandates — public portals for policy and standards development, fund management systems for global aid programmes, environmental and regulatory databases, multilateral agreement tracking tools, and technical assistance platforms — each with its own content architecture, user roles, and release cadence. In parallel, Softescu delivered a data-intensive policy review platform with REST API management and multi-environment deployment, and maintained the Agreements Management System through a Drupal major version upgrade. Monthly support sprints ran continuously across all platforms throughout the engagement.
